Macron welcomes Biden on pompous state visit to Paris, where both try to bridge differences on trade, Ukraine and Gaza


French President Emmanuel Macron welcomed President Joe Biden to Paris on Saturday with a pomp and flag ceremony under the Arc de Triomphe.

The state visit will see some awkward moments for the two presidents, divided on trade and how to handle the war in Ukraine.

But they and their first ladies greeted each other warmly, shared a joke, before standing side by side under the fluttering French tricolor to honor the nation’s war fallen.

It’s a chance for France to return the favor after Biden hosted Macron on a state visit to the White House in 2022. And the French media is making much of the fact that their guest is in the country for five days – the D – Day Anniversary.

“France is… our oldest and one of our deepest allies. And that will be an important moment to reaffirm this alliance and also look to the future and what we have to achieve together,» US national security adviser Jake Sullivan told reporters.

They will discuss Russia’s war with Ukraine, the Gaza crisis, as well as climate change, artificial intelligence and supply chains, he said.

He is also expected to announce plans for Indo-Pacific cooperation on port security and maritime law enforcement.

Biden and his officials have repeatedly pointed out that France is the US’s oldest ally, sending troops to the war of independence against Britain.

«It’s probably good for us to remember that we didn’t get our independence without foreign aid or foreign aid, specifically from France,» White House national security spokesman John Kirby said Friday.

Still, this relationship comes with tension. Macron has repeatedly pressed Biden to go further in his support for Ukraine, even suggesting he would send French forces to train Ukrainian troops in a move the US president fears would only escalate Russian aggression.

And in line with other European leaders, Macron has been far more critical of Israel in its conduct of the Gaza war than Biden.

All of this comes with a heavy dose of Gallic indignation at any hint of American cultural imperialism, coupled with US irritation at French sensibilities.

And then there’s potentially the thorniest issue of all: Trade.

Officials across Europe are outraged by Biden’s 2022 Inflation Reduction Act, which they see as an unfair, protectionist move that will make it harder for European companies to compete, with subsidies for American-made products.

The affair threatened to overshadow Macron’s 2022 state visit to Washington and embarrass his hosts.

There was no time for any of that during the official welcoming ceremony.

First lady Jill Biden was at the president’s side after she flew back to the United States in a whirlwind visit to make sure he was with stepson Hunter as his trial on gun charges continues.

While she was away, Biden spent Friday meeting with Ukrainian President Volodymyr Zelensky in Paris, where he apologized for Congress’s month-long delay in approving tens of billions of dollars in military aid.

And then he flew to Normandy for a much-traveled speech, connecting the spirit of America’s D-Day heroes with the current struggle for democracy.

«Does anyone doubt that he would want America to stand up to Putin’s aggression here in Europe today,» he said.

“They attacked the beaches along with our allies. Does anyone believe the Rangers want America to go it alone today?

It was the second visit to the landing beaches in as many days. On Thursday, he led tributes at a US cemetery before joining other world leaders at an international ceremony.
